Description for Candidates:

  • Ensure the coordination, integration and management of VDOT resources that impact the Residency program. Serve as the stewards of all things VDOT in assigned residency. Collaborate with and serve as the primary contact for local government and its liaison with VDOT functions. Manage resources allocated to the program to accomplish the objective. VDOT Department Memorandum (DM) Number: 16-1 – Role of the Residency should be used as a primary reference in fulfilling the purpose of the position. 

    How you will contribute:
     

    • Communication: Build and maintain strong partnerships with stakeholders as Government Liaison. Communicate with stakeholders to provide appropriate and authoritative information about business plans and actions and receive feedback on business goals. Participate in or conduct meetings with public agencies and citizens groups to disseminate or gather information. Represent VDOT, district and residency perspectives and business needs to committees, groups and public forums. Investigate and respond to concerns of a wide range of VDOT internal and external customers. Take administrative actions and make management decisions that result in a high level of credibility, public trust and good-will.
    • Emergency Operations: Ensure all employees are properly trained to carry out emergency response duties. Ensure required Personal Protective Equipment (PPE) and equipment is available for staff during emergencies. Understand and implement the COOP for the residency and provide input to COOP plan development. Oversee training, coordination and implementation of emergency action plans. Conduct all emergency operations in compliance with FEMA and FHWA regulations.
    • Manage Resources and Business Functions: Identify trends and project future needs through evaluation and analysis. Analyze problems and implement solutions, or offer recommendations to District Administrator. Manage MEL to ensure the most effective use of budgets and resources. Oversee Residency to ensure a safe and healthy work environment. Manage fiscal, inventory and budget to support the District's Dashboard targets. Promote sound and ethical business practices in all fiscal, procurement and inventory activities. Develop sound and thorough budget requests. Ensure expenditures do not exceed allocations. Ensure employees assigned to asset or inventory duties are properly trained.
    • Residency Program Coordination: Manage the residency team to deliver programs and services to ensure internal and external customers are provided quality and professional service. Promote strong partnerships with district staff; deliver the Residency Program; and develop SYP priorities and strategies. Coordinate with district sections to provide local context and direction regarding project delivery and to receive briefings on project scope and status. Facilitate discussions on sensitive land development issues among stakeholders. Promote communication and collaboration as one team across organizational boundaries. Review development plans and participate in project meetings. Communicate with ACE to ensure designs meet local government needs, foster economic growth, do not have adverse impacts that may increase maintenance costs, and do not conflict with future maintenance and construction projects.
    • Residency Program Delivery: Direct the residency maintenance program delivery. Administer maintenance budgets and projects effectively to meet Dashboard targets. Oversee expenditure of funds to maintain assets. Oversee operations to ensure compliance with environmental regulations and Dashboard goals. Implement plans to effectively use resources to accomplish program goals. Investigate, resolve, and diffuse conflicts. Ensure staff apply industry best practices while managing maintenance and operations program delivery.
    • Safety Leadership: Lead, promote and enhance the safety program in daily interactions with staff and through special events.

    Minimum Qualifications:
     

    • Ability to communicate effectively both orally and in writing with internal and external stakeholders at all levels.
    • Ability to manage and direct the activities of a large-scale multi-faceted public service operation to include budgeting, prioritizing, scheduling, and problem solving.
    • Ability to work effectively with customers with multiple needs or interests to resolve issues and complaints.
    • Considerable knowledge of federal, state rules, regulations, and policies as they relate to transportation.
    • Considerable knowledge of transportation engineering principles and practices.
    • Knowledge of financial, human resources management principles and practices.
    • Skill in maintaining effective relationships and building teams.
    • Skill in the use of computers and software applications.
    • Valid driver's license.


    Additional Considerations:
     

    • Valid Professional Engineer's (PE) license.  Successful candidates with a valid PE will be filled as a Resident Engineer and successful candidates without a valid PE will be filled as a Resident Administrator.
    • Ability to lead people and get results through others.
    • Experience applying and interpreting federal and state transportation rules, regulations, and policies.
    • Experience building and maintaining relationships with diverse stakeholders.
    • Experience in budget development and administration.
    • Progressively responsible experience managing others.
